The GSM Association (GSMA) is the global trade association representing the interests of more than 720 GSM mobile operators and over 190 key GSM manufacturers and suppliers across 215 countries and regions around the world. There are currently over 2.2 Billion GSM customers worldwide. The GSMA aims to accelerate the implementation of collectively identified, commercially prioritised operator requirements and to take leadership in representing the global GSM mobile operator community with one voice on a wide variety of issues nationally, regionally and globally. The GSMA's Associate Members support the Association's Full Member operators providing GSM, GPRS, EDGE & 3GSM services. GSM Association WoMing Groups

Working Groups of operator and supplier members from around the world oversee the practical aspects of running wireless services today and for the future. The scope ofthese groups is considerable, reflecting the sophisticated and thorough approach to the maintenance and growlh ofthe GSM family ofwireless communication platforms. Each group has a section in the Infocentre (Members-onlywebsite), which allows Members to registerto join a group, communicate between Members ofthat group and access relevant information such as current issues, output documents, meeting schedules and contact details. The Working Groups are responsible to the Association's Executive Management Committee (EMC) and maintain an annual work programme that is approved bythe EMC. Where a number ofWorking Groups are required to coordinate their activities togetherto deliver a specific topic then a project team is created for this purpose, also reporting to the EMC.

Bitting, Accounting & Roaming Group — BARG

BARG supports international roaming through the on-going evaluation and assessment of the specification, focusing on financial, administrative and procedural issues. This work includes the definition and implementation of charging principles for international roaming, together with the related procedural issues. This work includes the definition and implementation of charging principles for international roaming, together with the related interoperator procedures, billing harmonisantion, credit control and liaison with other groups regarding fraud control.

Transferred Account Data Interchange Group — TADIG

The main focus of TADIG is the development and maintenance of data interchange specifications facilitating interoperator billing, financial settlement and fraud monitoring, for international roaming purposes.


TADIG is responsible for the following specifications:

  1. Transferred Account Procedure (TAP3), the exchange ofwholesale billing information.
  2. The Roaming Agreement Electronic eXchange (RAE)C) - the exchange of international roaming agreement (AA.14) data.
  3. Electronic Invoice Data (EID) —the exchange of inter-operator invoice data.
  4. Near Real Time Roaming Data Exchange (NRTRDE) —the exchange of roaming usage details.

Inter-working Roaming Expert Group — IREG

IREG specifies technical, operational and performance issues supporting inter-working and roaming in close liaison with the operator community. IREG is responsible for the GPRS Roaming Exchange and its evolution, the IP packet Exchange (IP)C) architecture and delivery of Open Connectivity initiatives such as SMS and MMS hubbing. IREG studies the compatibility and interoperability perspectives ofthe signalling (SS7IMAP) and interworking of roaming issues between voice and packet data networks including PLMNs (Public Land Mobile Networks), PSTNs (Public Switched Telephone Networks), IN/Camel (intelligent Networks), ISDNs antegrated Services Digital Networks), NGNs (Next Generation Networks) and IP/Packet Data Networks, to define the end-to-end functional tests of bearer services, teleservices, supplementary services and IP services such as MMS, GPRS, IMS, IM, WLAN, ENUM, C7 emulation etc.


Fraud Forum — FF

The main focus ofthe Fraud Forum is to identify and analyse the various techniques that are used throughout the world to perpetrate fraud against member networks and to recommend practical, cost effective solutions. ln conjunction with the Security Group, the Fraud Forum monitors and reports on all types of cellularfraud and security breaches throughout the world.


Security Group - SG

SG maintains and develops GSMA algorithms and protocols, and has responsibilityfor maintaining the technical security aspects of network infrastructure and customer apparatus. The group also works closely with the Fraud Forum by examining and recommending infrastructure solutions to combat fraud. The Group consists oftechnical representatives from Association members who studythe securitythreats to GSM, its interfacing with 3rd Generation and converging technologies, and advises members of possible security issues, or required countermeasures.


Services Review Group — SRG

SRG members are nominated bythe EMC, and the Chair ofthe SRG sits on the EMC.


Task Forces

Task forces typically supplement Working Groups and are designed to be short-lived, highlyfocused enfities with the purpose of quickly delivering on specific topics. For this reason, the list oftask forces will always be dynamic.


Regional Interest Groups

Whilst the reach and impact ofthe GSM family of mobile communications is by every definition global, there are always particular issues that may be of higher importance or relevance within a specific region. Accordingly, the GSM Association has set up Regional Interest Groups to focus and work on common issues that are affecting operators in a particular region.


Each ofthe seven Regional Interest Groups aims to represent the interests of GSM operators at the highest level. Theyfocus on the key issues ofthe GSM business and the future ofthe GSM platform that are most appropriate to the region. The sub-structure ofthe regional groups may vary according to the issues addressed.


The primary objectives ofthe Regional Interest Groups are to:

  1. Promote and facilitate development ofthe GSM family of mobile communication platforms within a particular region
  2. Supportthe evolution ofthe GSM family of mobile communications and inter-operator relationships
  3. Represent regional issues and concerns at a regional level
  4. Facilitate, enhance, protect and supportthe investment in network infrastructure within the geographical area

Members ofthe GSM Association parlicipate in various industry standards bodies and fora. To ensure that GSMA strategies are focused and championed, the GSMA, on behalf of its operator members, coordinates member input and organises activities in some ofthese external groups:


Global Certification Forum — GCF

The Global Certification Forum, known as GCF, is a leading authoritywhose cerlification programme assures the global interoperability of 2G and 3G terminals at both bearer and application enabler levels.


The membership is a unique parinership of over 250 companies comprising handset manufacturers, operators and related test industry organisations across the world.

Membership is open to all operators who are full members ofthe GSMA. Advantage of GCF benefits:


  1. Early nofification of newly certified terminals (operators only)
  2. Full access to members-only portal where all the certification criteria can be found
  3. Active participation in defining certification criteria to ensure operator requirements are met.

GCF certification is voluntary, though operators are increasingly requesting this requirement. Handset manufacturer members can self cerliktheir terminals online through the GCF portal provided they have a recognised Quality Assurance Program in place. This means cerlification can be fimely and costs are keptto a minimum.


The number ofterminals awarded GCF certification is growing rapidly, reflecting the dynamic nature ofthe industry. ln 2001, the firstyear of certification, 11 terminals were certified. Bythe end of 2006 well over 200 terminals had been certified thatyear alone. ln total, over 760 terminals have been approved.

Open Mobile Alliance — OMA

This organisation develops open standards and specifications for service enablers running on all mobile technologies, regardless ofthe air interface. lt has become a catalyst for the affiliation into OMA of other standards bodies working on a broad array of innovative services.

3rd Generation Partnership Project — 3GPP

3GPP is a collaboration agreement which brings together a number oftelecommunications standards bodies which are known as 'Organisational Partners'. The current Organisational Partners are ARIB, CCSA, ETSI, ATIS, TTA, and TTC.


3GPP is tasked to produce globally applicable Technical Specificantions and Reports for a 3rd Generation Mobile System based on evolved GSM core networks and the radio access technologies that they support. The scope also includes the maintenance and development of GSM Technical Specifications.

Membership

The GSM Association offers two types of membership, Full Membenship and Associate Membership.


Full membership is open to licensed 2G and 3GSM mobile network operators committed to implementing any or all ofthe GSM family of technologies (GSM, GPRS, EDGE & 3GSM) for digital mobile communications.


Associate Membership is open to suppliers and manufacturers ofthe GSM Family oftechnology platforms (GSM, GPRS, EDGE & 3GSM). Applicants can apply under any ofthe 13 available categories.
